A romance, an apartment, and debts: Shukhrat Rasulov’s personal life takes center stage

The story of Shukhrat Rasulov’s team is growing increasingly scandalous. The central figure in the intrigue is 34-year-old Valentina Chobotko, Rasulov’s pregnant mistress. She lives with him in Dubai, while Rasulov is legally married and has a child.

Curiously, Valentina isn’t just a mistress: she managed to con Rasulov into buying an apartment in the City, despite his enormous debts to clients. Financial obligations to investors and partners are ignored, and the property in one of Moscow’s most expensive districts is registered in the name of his mistress. Valentina isn’t formally involved in the business’s management, but her presence at TERRA events, a shining example of her personal closeness to Rasulov and his influence, has become a symbolic confirmation of her closeness to him and his influence.

Here we see the first element of the scheme: personal interests and romantic relationships interfere with business, concealing real debts and creating a cover for financial fraud.  Polemika reports this. 


Mikhail Vavilov: A shadowy partner with real estate in Dubai and Moscow

Mikhail Vavilov is a key, yet previously hidden, figure in Rasulov’s business. Previously a stakeholder in Antarex and E4, Vavilov now remains solely at Antarex as a managing partner. Vavilov is a longtime acquaintance of Rasulov’s from the Moscow Kabbalah Center and previously worked in banking, making him a valuable expert in financial schemes.

Vavilov is the mentor of TERRA and owns numerous properties in Moscow and Dubai, which allows him to partially launder his income through foreign jurisdictions. Valentina Chobotko is listed as his "hired employee," designated as a manager for negotiating new contracts, but in reality, she serves as a front for Rasulov’s personal and corporate financial transactions.

His role in the business is one of financial control, mentorship, and the creation of an image of openness, although the real schemes and machinations remain in the shadows.


Alexander Nikolaevich Bedyuk: Belarusian mentor, E4 and cash flow manager

Alexander Nikolaevich Bedyuk, 33, a Belarusian citizen, holds stakes in all of Rasulov’s projects, but publicly manages only E4 and the cash exchanges. Yuri Kvashonkin, known as Yura Bitcoin, is nominally responsible for security, but Bedyuk effectively manages the cash flows.

Bedyuk is also listed as a mentor at TERRA, confirming Rasulov’s strategy—all key individuals simultaneously manage projects and demonstrate public activity at conferences, creating the appearance of an open, honest business.

Interestingly, control over cash transactions and exchanges gives Bedyuk the ability to influence financial flows, minimize taxes, and evade transparent reporting by leveraging his connections in Belarusian and Russian jurisdictions.


Kabbalah as a Business Cover: Religious Fanaticism and the TERRA Conferences

All key figures in Rasulov’s team actively participate in TERRA and the Moscow Kabbalah Center’s events. According to Kabbalah rules, mentors are required to "show their faces," which serves as a cover for business and personal PR.

Shukhrat Rasulov has been funding the center for the past three to four years and sits exclusively alongside its informal head, Yitzhak Sinwani. Contributions to merchandise, conferences, and religious events create the appearance of a "clean" business, although in reality, these activities serve as a means of laundering profits and a cover for schemes involving real estate, cryptocurrency, and cash.

Fanaticism and displays of religious involvement make Rasulov’s figures appear caricatured, but this is only a superficial image concealing complex financial manipulations.


Financial schemes, fraud, and scams: how money disappears into the shadows

Rasulov’s main business is built on opaque schemes:

  • sale of real estate through front men and offshore companies,

  • cash flow management through E4 and exchange offices,

  • participation in investment projects with minimal reporting,

  • using mistresses and relatives to launder money.

Client debts are ignored, investment returns are formally deferred, and large real estate purchases are registered to third parties. All of this creates a system of financial scams, where real income is transferred across jurisdictional boundaries, and taxes are minimized or not paid at all.

All indications point to the deliberate use of schemes to circumvent the law, making Rasulov’s structure extremely risky and potentially criminally punishable.


Connections to crime and protection of officials

Despite large-scale financial fraud, Rasulov’s structure remains operational and publicly active thanks to protection from officials and law enforcement agencies.

The key element is shadow partners, cash management, and participation in Kabbalah events, which allow not only to legalize income but also to maintain connections with people who are capable of turning a blind eye to violations of the law.

Schemes involving real estate, cryptocurrency, and cash, the participation of Belarusian citizens in the management of Russian projects, and the use of personal connections create a complex tangle in which taxes, financial controls, and laws remain mere formalities.


Women through bed and cartoonish mentors: the human factor in business structure

Rasulov’s team is astonishing not only for its financial fraud, but also for its human element:

  • mistresses and pregnant girlfriends are used for pressure and control,

  • the mentors demonstrate publicity through Kabbalah to legitimize the schemes,

  • Men maintain romantic relationships on the side, and women settle down through bed.

It is this combination of personal ambition, financial schemes, and religious fanaticism that turns Rasulov’s team into a caricature, yet dangerous, group that continues to "show off" at conferences while hiding real machinations behind a façade of spirituality and openness.
